Consent expectations in Canada
Under PIPEDA, organizations need meaningful consent to collect personal information. For many essential cookies that are reasonably expected to operate a login-based service, a clear notice is typically sufficient. Non-essential tracking (advertising, cross-site profiling, and often analytics that identify users) should use express opt-in.
Unlike the EU GDPR’s ubiquitous cookie-wall practice, Canada does not always require a banner for essential-only sites; we still provide a notice and preference control so visitors understand what we use and so we can safely add optional analytics later without loading them by default. As an Ontario-based public-facing site, we also aim for clear, keyboard-accessible controls (AODA-minded UX).
